- The process of democratic reform that has lasted a long time in Indonesia was not enough former East Timorese citizen welfare. Even in a more extreme sense, citizens of former East Timorese actually still have to fight for full recognition of Indonesia regarding the existence of their country as citizens. It is associated with different patterns of help and attention from the government, such as the repatriation process, change the status of 'new citizens', the lack of former East Timorese citizen participation, which in essence is still showing reluctance to admit citizens of former state of East Timor as a whole. As a result, former residents of East Timor have suffered prolonged. In this context there is weakening of state recognition, especially in the realm of praxis. Recognition of unresolved issues is encouraging for the citizens of former East Timorese nation to fight injustice. Research in this paper tried to find how the practice of citizenship in the state and society relations in the context of former citizens of East Timor, as well as how the strategies of resistance patterns of ex residents of East Timor won political spaces in order to obtain full recognition as citizens of Indonesia.
