- one place to another of the Bengkalis Regency, especially for the people who have private vehicles. So to over come this situation, the Government of Bengkalis make a cooperation with the private sector, there are PT. Pewete Bahtera Kencana and PT. Jembatan Maritim to facilitate transportation by Roll On Roll Off (Roro) to across the see. So is there any relevancy cooperation between the Government and those private sector? And what are the benefit that the Government, private sector, and community can get from this cooperation? To answer these questions, the writer is interested in writing this thesis, with the title �The Private Public Partnership in Roll On Roll Off Transportation in Bengkalis Regency� This research used descriptive with analyses qualitative method. So, the writer just describe the fact based on the data, an interview, and observation which are found in the field. In the simple ways, this cooperation gift the benefits to the Government, the Private Sectors, and Community. In fact, this cooperation actually not really Private Public Partnership. It is seen Private Public Partnership which is no relevant with the cooperation should be done. Therefore, can influence the continuity of the cooperation it self. Therefore, the writer suggest to the Bengkalis Government to implement collaborative management in this cooperation. Besides, the Government has to prolog the contract because this cooperation is really required. Moreover, the Government also has to carry out intensive and extensive, and also recover the Roll On Roll Off (Roro) transportation.
