  • Empowerment can be defined as a process towards the defenseless or the process to gain power and or the provision of power from those who have less power to the party or who have not helpless. Community empowerment is an absolute prerequisite for poverty reduction, so that people get out of helplessness when faced with social and political structures. The method used is a qualitative research method is often called naturalistic research methods. Collecting data in this study conducted with unstructured interviews, questionnaires, observation and study of documents related to community empowerment program in MDM Barek Kisi. The unit of analysis is the community development program participants MDM Barek Kisi. The discussion is described based on the descriptive process of community empowerment program in the planning, implementation and evaluation. Hereinafter described economic conditions of community empowerment program participants in the construction of MDM Barek Kisi. The results showed, in the implementation of community development programs MDM Barek Kisi has involved the community both at the planning, implementation and evaluation stages. But in the execution of the fulfillment of the needs of seeds, inorganic fertilizers, medicines and field equipment carried by a third party. It has been stipulated in Presidential Decree Number 80 of 2003 on the procurement of goods and services. The results of the evaluation analysis of BP DAS Brantas not be discussed with the offender community empowerment program. Income per capita per year community program participants of Rp. 1,818,606, - and per capita expenditure of Rp. 1857944, -. As many as 67% of the community empowerment program participants classified as poor, very poor and the poorest (destitute) and as much as 33% included in the classification is quite. Income community empowerment program participants come from the agroforestry 32,91%, 21,80 % of the plantation sector, laborers 15,03 %, 13,25 % salary, agriculture 6,61 %, 3,81 % artisan, merchant 2,67 %, 2,28 % of fertilizer, and of industrial tape and ginger 1,65 %.
