  • Motor vehicles are one means of transport used by the general public street highway, which in addition to providing great benefit to life can also cause problems. These problems include congestion, traffic accidents, noise and air pollution from exhaust emissions, especially in Jepara regency. This research aims to understand the implementation process of inspection a motor vehicle in the district of Jepara and the various obstacles encountered, and knowing the role of inspection of motor vehicles in its potential to improve the safety of the analysis of the causes of the accident and its potential in improving environmental quality by looking at the relationship between types of vehicles (transport of people and transport of goods) and production of vehicle exhaust emissions and noise sound the horn. The results showed that the process of testing a motor vehicle in Jepara district in generalis determined according to regulations, but not maximal because it is also encountered many obstacles such as lack of technical personnel in the field of testing, the equipment has to be calibrated or replaced, and the lack of awareness of vehicle owners for compulsory testing perform the test due to geographical factors. The analysis showed that the test vehicle shall not have the influence / correlation is very strong for the cause of the accident in addition to human factors, while the test vehicle shall have no effect on accidents. For exhaust emission test results and the results obtained horn noise average CO emissions of 2.87% (threshold 4.5%) HC emissions of 801.32 ppm (threshold limit of 1200 ppm), the smoke of 47.83% (70% threshold) and a horn 99.05 dBA (90-118 dBA threshold). This shows that exhaust emissions and noise generated from the vehicle horn is still very small contribution test as environmental pollutants.
