  • Basically, amendments of UUD 1945 have changed the structure of the parliament. One of new rising parliament institution based on the amendment is DPD (Regional Representative Council). Basic idea of establishment of DPD is to establish a clearer checks and balances system in the parliament. The members of DPR represent political partiesâ�� interests, while the members of DPD represent regional interest. However the existence DPD is becoming meaningless, because it does not pass legislation, and can only introduce or give advice on certain range of Bills in the DPR. Given DPD with the limited authority, it is not only useless, but also inefficiency. With this fact, the choices of the DPD are two options, namely: DPD must be strengthened (strong bicameral) or DPD will be dispersed. There are three (3) problems in this paper: 1) how does DPD has the position constituonally? 2) what the urgencies for strengthening DPD? 3) how to strength DPD with new formule? This research is legal normative, the data used in this research are the secondary data that consist of primary, secondary and tertiary legal materials. The collection data are analyzed qualitatively. The Conclusions of this research indicate that position of DPD constituonally was based on article 22C and 22D UUD 1945. In addition, the position of DPD is as an idea which combines two concepts, between democratization idea and idea of regional autonomy representative. however, based on the Constitution, authorities of DPD are unequal when compared to DPR. This is consistent with Arent Lijphartâ��s theory that position of DPD was medium strength bicameralism
