- One of the indicators of achievement in the management of assets, especially land assets, is opinion of the Inspection Agency (BPK) on the consolidated financial district. In 2008 CPC opinion of Government Financial Reports of East Halmahera Regency is a disclaimer. This is because there are still lots of land assets that have not been supported with proof of ownership (certificate). Research on the management of land assets in East Halmahera Regency departs from the CPC examination. Based on the completeness of legality in the form of certificates of land assets of East Halmahera District Government, as stated in Goods Inventory Card (KiB), they consist of land assets that have been certified and land assets that have not been certified. The difference between the asset management performances of the certified land and land assets that have not b een certified then becomes the object of research while the research subject is the asset management unit area of East Halmahera District Government. The purpose of this study is to identify gaps in asset management elements of East Halmahera District land. Referring to the goals of the research then the appropriate analysis tools are the gaps model of Service Quality (SERVQUAL) as applied to some previous researchers. Data used as inputs in the analysis is the perception scores between the certified land assets and the assets of the land that has not been certified by the administrators of land assets in the asset management unit of East Halmahera District Government. The process of data collection through structured interviews with materials sourced in the Government Regulation No.6 of 2006 on the Management of State Property/Region. Some things to be concluded as land asset management gaps of East Halmahera including legal status, the determination of compensations for land, consultation between the committee and land owners to determine the amount of damages, the potential and likelihood of occurrence of disputes concerning the amount of compensation, the filing of the minutes of the released land and completeness as well as budgetary allocations for the maintenance of land titles.
