- After the signing of a memorandum of understanding Helsinki in 2005, between the Gerakan Aceh Merdeka (GAM) with the Government of the Republic of Indonesia, the question of the handling of victims of the conflict in Aceh is a major concern of government. Aceh provincial Government established the Aceh Reintegration Board (BRA) is tasked to manage and distribute funds to Aceh conflict victims and restore the social life of communities affected by conflict to a normal level. During this time, the determination of the fund victims of the conflict at the BRA done manually, so it takes time in the selection process. The next problem is how decision makers assess the candidate (victims of conflict), whether the candidate meets the criteria set out as victims of the conflict in Aceh. Based on these problems, the necessary decision support systems to determine the party entitled to and deserve to receive funds victims of conflict. That is because the large number of casualties during the conflict in Aceh. The method used in the research are fuzzy profiles matching and borda. Fuzzy is used to provide an assessment of specific criteria that are difficult to measure. Profile matching is used to perform matching profiles owned by the profile of victims conflict that have been set by the decision maker. Borda used to merge the assessment of the decision maker. The system can generate a sequence of priority (ranking) of the Aceh conflict victims, so that it can help the decision maker to get the best decision.
