  • This study discusses the performance of Supervision and License Complaint Department , Licensing Department of Yogyakarta, at Licensing IMBB . The purpose of this study was to determine the performance of this field at IMBB licensing in 2009-2011, and the factors that influence it. The research method used is qualitative research. Data was obtained by using the intensive interviews, involved observation and document analysis. Performance of Supervision and License Complaint department can be seen from the indicators of productivity, accountability, responsibility, responsiveness and fairness. According to the indicators, it is concluded that the performance of IMBB licensing is not optimal. In terms of efficiency, productivity, supervision in the year 2009-2011 is not optimal, it is only able to supervise an average of 30.82% of total IMBB annually published with an average deviation rate 23.82%. The effectiveness of supervision in the community empower is already optimal but inaccuracies in object supervising technique which implies the inaccuracies in supervision time, the lack of work instructions on field checking supervision, weak monitoring and evaluation, bottom-up coordination mechanism to follow up the findings of dangerous buildings and weak penalty to the violation, resulting in poor performance . Meanwhile, the productivity of the management of complaints from the side of efficiency is optimal because it has reached the target response of 100%. However, from the side of complaint management effectiveness, it is considered to be poor because indicator of satisfactory and the number of finished complaints are not applied. While the factors that affect the performance is the organizational structure which includes the authority discretion, the culture of paternalism, human and financial resources. Recommendation based on the results of this research is to evaluate the monitoring and complaint system by improving a few points, such as: optimization of Operational Supervising Team, establish communication with the community who will build the buildings, penalty enforcement for the sake of justice and giving a shock therapy for violators, top-down coordination mechanisms to follow up the findings of dangerous buildings, improvement of performance measurement from target of response to target of satisfaction and completion, applying one-stop service , optimizing monitoring and evaluation by improvement of management data system and inventory supervising problems and complaints.
