- Waterfront area now beginning to receive attention, with the waterfront development. This waterfront development should be taken to ensure that the region does not become slums. Teluk Penyu Cilacap is one of the city located on the south coast of Java Island and has the potential for developing marine. However, when viewed from his present condition, Teluk Penyu area prone to stagnant conditions. Therefore, we need a study aimed at knowing the character of Teluk Penyu area and what factors can reinforce the character of Teluk Penyu area. This study uses rationalistic method that begins with the collection of the problems in the field based on regional issues and the use of grand theory as a foundation for analyzing applications to synchronize with the selected location. The findings will answer the purpose of research and concluded the factors that determine the character of Teluk Penyu area The results of this research note that there is no connection between each function area that can reinforce the character of Teluk Penyu area and factors that influence the character of Teluk Penyu area, among others: the function, the variation of space, support activities, vegetation and Themes. The final results of this study is an appropriate design direction to strengthen the character of Cilacap Teluk Penyu area.
