- This research discuss about cases of notaries legal found by using hermeneutic method. There are two basic problems of this studies. Firstly, how the notaries apply a legal found through hermeneutic method when there are unclearly regulation. Second, How the notaries apply a legal found through hermeneutic method when there are an incomplete legal and an empty legal also. By using theoretic approach and philosophical approach completely as tool to glide a needed dates of this study. Regard as dates is collected through literature study, and then analyzed descriptively. The result of research conclude: legal texts in regulation of constitution should be clearly so it can be explained as event context of a legal that is happening. The estimation of regulation of constitution through a legal found by hermeneutic method for finding original meaning from a legal regulation which is unclear, uncompleted and an empty legal.
