- The research purposes to know how the implementation of Damang competence in creating an certificate ancestors land Dayak Ngaju Society in Palangka Raya, Central Borneo, and the abstacle in creating the certificate base on local rule number 16, 2008 as a Fundamental of a certification ancestors land Dayak Ngaju Society in Palangka Raya. This research used a juridical and empirical research, the research that use a data which collected directly from the location. The data is the data premier in this research. To complete the premier data, in this research also done held a bibliography research as a secondary data, it listed of premier and secondary law matterial. Techniqve of collecting samples used non random sampling espesially purposive sampling. Subject of research consist of 8 (eight) resources person and 24 (twenty four) respondents. The data analysis of the research is using a descriptive and qualitative research to solve the problem. Result of the research show : first of 2010. But, it has not as hoped give a satisfied result. In this case the society of Dayak Ngaju in Pahandut and Sabagau baru subdistrict, there is 2 representative people to represent the relative to submit a request to Damang to make an ancestors land certificate in their local area. Besides, untill now in Jekan Raya subdistrict there is no Dayak Ngaju Society that submit a request the ancestors land certificate. Second, the obstacle in creating the certificate is less socialization, a missunderstanding, low education, less of work facility and indetinite expense.
