- Miscellaneous government policy to encourage the accelerated development of Papua has been launched. The most recent is the Special Autonomy. Policy called Barnabas Suebu, the Governor of Papua, as a policy to "solve the problem of Papua with Papua way" gives authority to the Papuan people to determine the direction of its own development in accordance with the characteristics of their customs and culture. Article 43 paragraph (1) of Law No. 21 of 2001 on Special Autonomy for Papua Province in Papua province have described the government must acknowledge respect and protect empower and develop the rights of indigenous peoples based on the provisions of applicable law. Jayapura regency still exist to maintain their culture while maintaining the authenticity of Traditional Governance Structure (Ondoafi / Ondofolo) are encountered at this time. Today in the Sentani tribe there are two kinds of systems of government. Formal system of government in the form of village government and non-formal system of government called the traditional government. Village government is the lowest of government in the Republic of Indonesia (NKRI) under District government. Government adat (traditional) is an indigenous tribe local government (Sentani), which has existed since ancient times for generations. To realize the above, the desire of indigenous peoples in terms of return Sentani village identity has been lost since the imposition of village governance structure of the political empowerment of the New Order era, the struggle of indigenous peoples Sentani which was facilitated by NGOs AFP3 and Sentani Tribal Council (DAS) for support government towards strengthening institutional capacity Ondoafi / Ondofolo as mandated by Law No.. 21 of 2001 regarding Special Autonomy for Papua Province. Returns the original village core system of government is the village chief or village head is held directly by Ondoafi / Ondofolo. Thus the capacity Ondoafi / Ondofolo obtained through formal legal legitimacy (Act No. 5 of 1979 and Law No. 32 of 2004), as well as legimimasi through public recognition of the existence of a Ondoafi as chiefs in each village. Returns the original village system of government has been Completes in a draft, but until now Jayapura district government did not respond, so that also affect the relationship of cooperation between villagers and government GOI Ondoafi / Ondofolo in policy implementation in each village Justice Institute of Indigenous Peoples, Indigenous Police, as an alternative last if the draft is not in the two passes must be acknowledged in every village because it is part of the governance structure Ondoafi / Ondofolo that have been tested and survived until today. Pros and cons between leadership legimasi Ondoafi / Ondofolo and village heads caused by the duties and functions of each. Therefore, cooperation needs to be done to revitalize the institutions that are considered able to unite these two systems of justice administration and police indigenous peoples. Traditional judicial function to hear and reconcile the warring parties while customs duty police officers secure the resources of the village which is considered vital to the lives of indigenous peoples in sustainable Sentani in the region.
