- The analysis on the performance of a government�s work program is still become an important thing for now a days because it has a very strategic value. The measurement on the performance of a work program can be interpreted as an evaluation to measure the successfulness and the failure of an implementation of a work and a caried function. In the other side, the measurement on the successfulness and the failure of a work programm of the government�s agency in doing their job and role is difficult to do objectively. It is happen due to the measurement system on the performance which can inform the level of successfulness about the implementation of programs of government�s agency objectively and measurable is not applied yet.  This thesis untitled Kinerja Program Revolusi KIA (Kesehatan Ibu Anak) PEMDA Kabupaten Manggarai Barat-Provinsi NTT. The objective of this study is to know and to describe the performance of Revolusi KIA program at Manggarai Barat Regency. The writer used descriptive qualitative method in this research to describe the condition of the research�s object based on the facts finding. The data are collected by doing observation, interview, and documentation technique. Primary and secondary data are used in this research. The primary data is collected by doing observation and interview the servants of Health Department at Manggarai Barat Regency. While the secondary data is collected from a monthly activity report book of clinics at Manggarai Barat Regency. Besides, other documents related to Revolusi KIA are also used as the secondary data.  The results of this study indicate that the performance of the Revolusi KIA program at Manggarai Barat Regency have not achieved optimum results. It can be seen from the indicators of access to antenatal care, the coverage of visiting the pregnant women, the coverage of handling obstetric complications, the coverage of delivering by skilled health, the coverage of childbirth by skilled health care, family planning coverage of active participants, and the detection of risk factors and complications by the community. This study also indicates that the factors such as the characterisric of policy content, institutional capacity, and environmental characteristic affect the performance of Revolusi KIA at Manggarai Barat regency.  Optimizing the role of the executing agent of the Revolusi KIA program is needed to improve and enhance the performance of the Revolusi KIA program at Manggarai Barat regency. It can be done by asking the servants to participate in courses, tecnical-functional traning in the field work to be the professional servant later. Additionally, a cooperation among the realated agencies is needed to be improved to accelerate the process of achieving the objectives of the program.
