- This research have objective for identifying the securing national vital object Pertamina UP II Dumai which is conducted by Missile Detachment 004 to know is implications of the regional defense and security. The method used in this research is descriptive. Technique of data collection activity conducted by distributing questionnaire, interview, observation and literature study. The research is conducted at the Missile Detachment 004 site on Bagan Besar, which is a unit under the Military District Command I / Bukit Barisan (Army) and Kohanudnas (Air Force) at the National Air Defense Operations. Missile Detachment 004 Subdistrict of Bukit Kapur, Dumai City, Province of Riau. Respondents in this research are grouped into five groups that are tailored to the duty of defense and security are elements of the Army (Kodim 0303/Bengkalis), Navy (Lanal Dumai), Air Force (Radar 232), Police (Unit Pamobvit) and Security Pertamina UP II Dumai. The activity securing carried out in the form of an active air defense operations as well as passive air defense operations. The active air defense operations are performed by the deployment of armed forces. It becomes a media in showing of military force in the region. The passive air defense operations are performed by the utilization of the regional defense and security. The purpose of the activity in order to provide assistance in addition to strengthening internal security national vital object, also to establish the strength of regional defense and security. As showed that (1) Implementation of securing As the result can be national vital object that become the main task of Missile Detachment 004 relatively run well. It can be seen from the positive responses given by respondents. The positive assessment is given by the Commander of Missile Detachment 004 who indicates that the security national vital object implementation was run in accordance with provisions of the work program, particularly at operation sector. (2) Conceptually, securing national vital object by the Missile Detachment 004 has implications for regional defense and security. Securing national vital object is a form of securing in the context of the regional defense. The securing activity is expected to provide a deterrent effect for other forces that want to disturb the condition of regional defense and security. Good regional security conditions are reflected by low levels of crime and security threats in the region. Good regional defense system is indicated by the absence of interference from both of inside and outside the threatened regional defense. Togetherness of all elements involved in securing national vital object become indications of the potential power of a good defense and security in the region.
