- This research purpose to review the pattern of local elections (Regent and Vice Regent), so bring the impact of the political resistance region, as well as the desire to be Head of Region (Regent and Vice Regent) should be indigenous Papuans. The research method used was qualitative descriptive using case studies in Merauke Regency, who explain the subjective state based on data and facts in the field, so it can be explained aspects that were investigated in order to clear in accordance with real conditions. To collect data and facts are used with observation techniques, interviews and documentation. From methods and techniques are found to problems in terms of requirements, especially regarding indigenous Papuans as a requirement in the election candidacy Regional Head (Regent and Vice Regent). Because there is a desire of the Papuan People's Assembly (MRP) that Regent / Vice Regent, Mayor / Deputy Mayor should be native Papuans, MRP refers to the Papua Special Autonomy Law. In addition, the effects process a direct general election of the political resistance of the region. Based on these studies, the general election of 2010 in Merauke regency has gone well and well. Conflicts that arise during the election process can be completed by the Electoral Commission with reference to the Merauke District legislation. The violations were found in the election can be followed by the election regulatory Committee and resolved, only the requirement that became regent and deputy regent of the indigenous people of Papua should be done and in�depth review, because all citizens have the same rights in the Republic of Indonesia. So political stability in the region can be maintained and national resistance of ensured.
