- Budgeting is a political activity, thus, process or product is a product of the politics, and there is a possibility of manipulation, domination, pruning, decisionmaking in the bad practices of private and other budget-related. This research aims to determine the contestation that occurs between the policy makers in determining of the development expenditure budget for agency, especially on the Public Works Service of Kerinci Regency in 2011. The policy analysis used by political perspective, which is case studies type, through exploratory methods as well as explore the various phenomena that are found on the object of research mainly logical argumentation, rationalization, orientation and interaction of actors involved in policy formulation process direct expenditure in the preparation of the Public Works Service Kerinci Regency budget Year 2011, also explained the policy mechanisms and interactions of different actors in discussing and agreeing the agenda and Direct expenditure budget for agency. The data was collected through in-depth interviews of actors involved and literature study of the document of planning and budgeting in 2011. Theoretical logic that underlies this study that the budget Politics is a process in which the occurrence of bargaining between actors in making budget decisions, the policy is expressed through the budget process
