- The aims of this research are to analyze the feasibility of the development plan of Tejo Agung freight terminal in Metro city of Lampung Province financially and economically. This research is expected to give a policy suggestions to be taken by the Government of Metro City on its construction plan. The data used in this research are (1) primary data obtained from survey and (2) secondary data gained from the institutions related to the research. Analysis tools used in this research are the assessment of the investment criteria consists of Net Present Value (NPV), Benefit / Cost ratio (B / C ratio), Internal Rate of Return (IRR), Payback Period (PBP) and sensitivity analysis. In a financial analysis, financial costs are investment costs consists of (1) construction costs and (2) operational and maintenance costs (3) the cost of Value Added Tax (VAT) of 10 percent. The cost in economic analysis is same with the financial costs, but for the economic, cost of the tax element should be excluded from the cost of investment, since tax payments will be submitted to the government for public purposes so that adds to project benefits. Financial benefits gained from the construction of Tejo Agung freight terminal in Metro City derived from terminal revenues charges for goods vehicles using the facility as the location of freight terminals loading and unloading. This research only calculated the direct benefits that are economic benefits as a result of the development of Tejo Agung freight terminal at Metro City. The economic benefits are (1) the cost savings for freight loading and unloading of the big truck type, (2) the availability of jobs for the local community, and (3) the existence of business opportunities around the terminal. The results of the analysis with the assessment criteria for investment projects showed that by age 25 years and using a 3 (three) categories discounted value consisting of 3,79 percent for the low interest rate, 6,75 percent for moderate interest rates, and 12 percent which is the high level interest rates, the development of Tejo Agung freight terminal in Metro City is eligible in terms of financial and economic so that it can be implemented. Sensitivity analysis of financial and economic with the rise of discounted value by 15 percent and using the analysis tools mentioned above is indicate that the feasibility value can still be achieved, so it can be decided that the development plans of Tejo Agung freight terminal in Metro City is still feasible to be implemented by the Government of Metro City.
