  • The issue of disparity in the region both in terms of economic, social demography and physically it is a problem that never grows old and depleted. Almost all regions in Indonesia are still found to the problem both from region to district scale. If not immediately addressed in more detail, it will cause a degree of inequality widens and becomes increasingly difficult to overcome. Malang Regency as one of the region with a fairly high growth and has contributed to the GDP of East Java Province by 15%, was still experiencing uneven development in various regions. Therefore, this study will assess the condition of the disparities and the factors that influence it. In addition, this study also will look at the relationship between the indicator with the causes and indicators of the most important in looking at disparities in the region of Malang Regency. This research was conducted with a deductive approach, through a statistical method (using multiple regression and canocial correlation) and descriptive method. Based on the analysis found that the disparity did occur between sub-districts in Malang regency either under IPM and local revenues, especially central and northern areas with its hinterland area. As well, there was a relationship of opposites or not the direction between the two indicators of disparity, where human devepoment index (HDI) is more influenced by the physical and demography aspects, while local revenues are more influenced by economic and demographic aspects. Of both indicators, the most important in looking at disparities is IPM. There are seven (7) factors that significantly affect the disparity between districts in Malang. Of these factors, only four (4) that contribute most to the disparity in Malang Regency, namely trade and services facility, accessibility, population density and distribution of industrial sector development. Currently the Government of Malang Regency have been pursuing various policies and programs to address disparities in the region. However, until now, inter-district disparities in the region is still relatively high. This is because government programs that have been undertaken are still oriented targets based on economic growth and its natural resources without seeing the needs of the region in more detail. In addition, programs are still general and concentrated of high growth development area. As a result, urbanization has become increasingly high. Therefore, the future need for government policies that emphasize equity urgent distribution to all four factors above and pay special attention to low growth development of districts, so that the problems of urbanization of the hinterland (low growth development) to the central region (rapid development) can be reduced. Thus, disparities between districts can also be minimized.
