- Program Raskin is one of the central government programs aimed at poor households experiencing food insecurity. Program Raskin was issued on the basis of rising rice prices and food needs of the poor. In the development of the Raskin program is still experiencing problems. The problem is that the target accuracy of Raskin program recipients who do not fit, the accuracy of the amount of rice received by households that are not appropriate targets, the time of distribution that is not appropriate and the quality of Raskin rice is not good. Often the price of rice is also a problem because of illegal fees from certain parties. Besides the accuracy of administration is also a problem that results are not smooth distribution process Raskin. Therefore, this study see the effectiveness of the Raskin program with a poverty that occurred in the hamlet Jurangkajong. The effectiveness of the Raskin program is carried out using 6 indicators are on target accuracy, the right quantity, right price, right time, right quality and also proper administration. This study is a qualitative research method and is equipped with a descriptive analysis of secondary data. Data obtained from interviews with informants or informants who are key informants. In addition the data also comes from documents and observations made at the sites. Data analysis technique used is using a qualitative descriptive method and is equipped with a secondary data analysis. The results showed that the Raskin program in the hamlet Jurangkajong can not be implemented effectively or appropriately. Because of the six indicators of accuracy of the Raskin program is only two precision that can be implemented appropriately. Accuracy is the right price and proper administration. Meanwhile, four other accuracy is right on target, right amount, right on time and quality can not be executed effectively or appropriately. In order to issue the ineffectiveness or inappropriateness of the 4 indicators such precision becomes protracted then the government must conduct monitoring and socialization to the field regarding the implementation of Raskin program is that the government knows the problems that occur in society. So there is no question of right on target and on time again. in addition, the government may also provide insight and understanding into the community. The government should plan from the beginning of this Raskin distribution schedule based on the previous year so that the process will be distributed on time. Finally the government should keep monitoring the quality of Raskin rice in warehouses with rice so that the problems regarding the quality of rice is not the case anymore.
