  • Land conflicts that occur at any level in Manggarai community has clearly brought many negative impacts for each stakeholder. Manggarai culture which upholds the principle of the family, unity and integrity undermined by various forms of vigilante justice, anarchists and criminals. The evidence suggests that it is now so often happens in open conflict over land is due to the behavior "anggom le anggom lau" (meaning: take here and there), which of course is very detrimental. Moral principles "eme data, data muing, neka daku demeng data "(if the property still belongs to someone people should not say ours but in fact belonged to someone) needs to be reaffirmed. More and waning of these values, the more open space land conflict is a conflict of good individual to individual, group or individual with which occurs between individuals and groups with the government. Land conflicts that occurred in the Manggarai district generally occur between the community itself as the land rush land. The research was conducted in the Manggarai district for the study of a case study in the village of Tal District Satar Mese and this study aims to determine the dynamics of land conflict resolution that occurs in the village of Tal District Satar Mese. To know these things, the authors used a qualitative descriptive method in which the primary data obtained from interviews with government officials in the District and several parties are considered to know the main problems that occur. In addition the data used are secondary data from district and the district of Manggarai. The results of the conflict resolution process shows that the land conflicts that occurred in the District and the village of Tal Satar Mese very complex and required cooperation from all parties in the process of completion. High appreciation of the meaning of land in Manggarai community life and the confusion of data on the issue of land ownership rights go to complicate the situation and not impact on the achievement of a peace agreement in the conflict. As the end of this thesis is, the authors draw the conclusion that in general the land conflicts that occurred in District Satar Mese and Village P4SWM Tal is a conflict over land, which is the result of the division of land in 1958 for ethnic Pongkor, where conflict over land can not be seen as a usual conflict because conflict over land has led to losses due to violent conflict that occurred, whether it's material losses and casualties. For suggestions or recommendations from this research that the government of the village, subdistrict, district and traditional institutions and community leaders need to work together in responding to and dealing with land issues as early and as quickly as possible before the problem was widespread and prolonged conflict.
