- Kendari Government issues Regional Regulation 15/2003 concerning Public Participation on Regional Policy Formulation. It is expected to be assured the public participation on APBD Arranging of Kendari of 2010. The research aims to determine the implementation of participation provision of Regional Regulation 15/2003 on APBD arranging of Kendari of 2010 and explain the content of policy of Regional Regulation and context of policy implementation contribute to implementation Regional Regulation 15/2003. The research is explorative research by using qualitative approach through case study that observes the case of implementation of Regional Regulation 15/2003 on APBD arranging of Kendari, 2010. The data collecting method are through directed interview toward key informant, documentation study, and observation on research location. The result showed that the implementation of participation provision of Regional Regulation 15/2003 on APBD arranging of Kendari of 2010 have not yet fully implemented by observing the lack of pursuance and implementer responses (Municipal Government and DPRD) to implement the Regional Regulation mandate and there was no activity and budget related to this implementation. The participation provision of Regional Regulation 15/2003 was not clear when it would be implemented and moved slowly for improvement. From the content of Regional Regulation, the slowness of implementation was caused by spreading decision making center, numerous total of implementer existed and resource need being commitment. The municipal government and DPRD of Kendari should immediately evaluate the implementation of Regional Regulation 15/2003 that move slowly and then implement the improvement such as: determining Perwali draft of 2010 is technically arrange the Musrenbang implementation as part of APBD arranging process, forming Selection Team and determining the Kendari Participation Commission Management. Furthermore, it is needed stakeholders support in order to follow up together the mandate from Regional regulation 15/2003 in particular APBD arranging of Kendari.
