- Utilization of space is part of the process of Spatial Planning, Land Use in Bengkulu city today there are many irregularities, over the function of technical irrigated rice fields in the Great Lakes region is one of the Hamlet of irregularities that occurred. Hamlet the Great Lakes in Space Planning is an area of land irrigated rice cultivation technical, but the reality on the ground often found the use of wetland converted to building a house, shop, swallow nest and palm oil plantation in principle violate Space Planning. This study aims to find out Why Deviation Occurs Land Use Irrigated Rice Land Transfer Function Technical In Hamlet the Great Lakes Region town of Bengkulu. For instance, the study was to determine: Causes of deviation, Actors, Interests, and Mechanism. This research uses descriptive research with a qualitative approach, analysis and interpretation of data using a model of qualitative analysis, through 3 (three) components: data reduction, data presentation, and interesting conclusions. The results showed that over the function Function Technical Irrigated paddy field was initiated as a land-uses in the area of the Great Orchard Lake Nature Reserve which result in reduced water could irrigate the entire wetland. In addition over the function due to inaccuracies when determining space planning, lack of control room space utilization and competition. Based on the analysis of actors, interests and mechanism: The actor in the drift over the function of technical irrigated rice field is a direct actor is the owner and the buyer's early rice paddy fields (private / business) and indirect actors of local governance. Underlying interests for the owner of the initial field is economic need (life), the buyer is the mastery of paddy field owners of capital and political interests of the administration by local governments. Mechanism penyimpngan done personally, the owners of wetland land and the buyer directly mengalihfungsikan wetland averting enable lowland rice fields in cooperation with corrupt governments. From the results of the study concluded: 1). Deviation over the function of technical irrigated rice field originated from the irregularities that occurred over the function of land area of the Nature Reserve of Lake Village, negligence in setting policy makers RTRW timely regulation, competition Utilization of Space, and the weakness of Control Room, 2). Actor in the drift is directly actor is the owner and the buyer's initial wetland rice fields (private / business) and indirect actors of local governance, 3). The interests behind the transfer function is dominated by economic interests and the political administration, 4). Mechanism of irrigated rice land conversion done personally or technical person.
