- This research aims at understanding how to implement the duty and function of inspector at the Tarakan Regency as the functional controller in actualizing good governance in Tarakan Regency. This research used normative judicial approach to research the law problems throughly researching book matter including secondary data, next named as library research. To complete the secondary data, the researcher used field research to get primary data with holding interview. These research results are the first regency region inspector as government system sub, its existence has big contribution in carrying out good and clean governance from corruption, collution, and nepotism in holding governance at region, the second Tarakan regency inspector as government internal controlling apparatus (APIP) in implementing duty and controlling function so that the internal government must be able to response several problems and change happened significantly. Not only politic, economic but also social aspect. This aspect can be changed trough a program and action, the third Tarakan regency has an interest to actualize controlling system which is good to guarantee purpose and realization of agenda effectively, efficiently, economically, the forth to realize good governance, increasing the role at the inspector which is given from the regulations. This regulation is needed to improve controlling step which is independent between implementation (inspector controlling action which is not bided by the leader) and standard of apparatus human resource, and the fifth more demands of society with institution role and chance demand of controller paradigm in this case inspector of Tarakan regency. Indirectly, inspector of Tarakan regency demands to repair systematic institution which is able to answer next new paradigm of controller. So that, increasing the role in implementing its duty and function.
