- One focus of the national development is currently directed at the handling of food insecurity and poverty problems. The poor citizens are mostly stayed in rural areas with subsistence farmers. One of the government interventions in bridging over the problem of food insecurity and rural poverty is through the Action Program of Self-Food Autonomous Villages. This program is one form of community empowerment by facilitating mentoring/counseling, guidance and provision of venture capital funds for the strengthening of the group. This research is purposed to describe the implementation of the program, program impact and effectiveness of the Action Program of Self-Food Autonomous Villages in the Regency of Klaten. The used research method is descriptive qualitative through inductive approach. Research sites are in the four Self-Food autonomous villages in the Regency of Klaten, its reviewed on the considerations that are vulnerable to food insecurity and poverty as a result of the earthquake of 2006. The researches results show that the community empowerment through the Action Program of Self-Food Autonomous Villages in 2006-2009 in the Regency of Klaten has conducted effectively due to its achievement accomplish the determined indicators. The program has also positive and effective impacts to decrease the level of poverty, although its trend has not significantly. The Action Program of Self-Food Autonomous Villages is also effective in developing the life and mindset of the affinity communities which are signified by increasing of basic capacity and community participation in conducting the program, although it has not significantly reduced yet the level of poverty in overall community layers in the Regency of Klaten.
