- This study aims to determine the availability of organic fertilizers from agricultural waste (rice straw) and livestock waste (cow manure), and to find out the readiness of the resources of farmers and local government officials in the development of organic fertilizers on the island of Natuna regency Bunguran. The research was brougt about in the island of Natuna regency Bunguran Riau Islands Province, in five villages spreading over four districts, namely Bandarsyah Village of Bunguran Timur District, Air Lengit Village of Bunguran Tengah District, Batubi Jaya Village of Bunguran Barat District, Belakang Gunung and Gunung Durian Village in the Bunguran Utara District, for 2 months in February to March 2011. The study was conducted through interview using a questionnaire 45 to farmers who got intensive counseling, intensive 30 farmers who did not get counseling, 16 district local government officials, four officials of local government districts and five rural local government officials. Tests of validity and reliability of research instruments used validity test method and Pearson Product Moment Correlation Test Reliability with Cronbach Alpha method. Questions in the questionnaire revolve around the understanding and attitudes towards organic fertilizer derived from rice straw and cow manure. The analysis showed that farmers who got intensive counseling were more aware and ready to develop the organic fertilizer, while farmers who did not get intensive conseling are not intensive and not yet ready to develop the abundance of organic fertilizers on the island of Bunguran. District local government officials stock and ready to develop the organic fertilizer, while the regional offices and local authorities have not understood and not yet been ready to develop organic fertilizer on the island of Bunguran. The potential of organic fertilizer rice straw is not available at the farm level respondents, villages and districts and island Bunguran. The potential of cow manure organic fertilizer is also not yet available at the level of the respondent farmers and village level, while at district level and the Bunguran Island, it is already availabel level.
