- The coastal and marine resources management necessarily considers the characteristics of coastal community due to the living stronger custom values that are intactly and sustainably maintained, and the stronger belief in respecting the importance of natural capital that the Creator gives. This research aimed to identify how the Tobati dan Enggros traditional communities performed coastal and marine resources in Youtefa Bay area of Jayapura Municipality. The Inductive-qualitative-phenomenological method was adopted in this research. Data were collected through primary and secondary data collection. Purposive sampling technique was used to recruit informants. Information units as key resources in this research were the Great Ondoafi (the head of the tribe), the head of kampong (village), community figures and the fishermen of Kampung Tobati and Enggros The coal and marine resources management has long been traditionally performed by the Tobati and Enggros traditional communities. The management has been known as Manjo tradition and it is the Tobati and Enggros culture inherited by their ancestors. This culture has been still existing, growing and developing among them to this present day. Such a tradition is performed as the part of coastal and marine resources management method. Therefore, Manjo which is the identity of villagers� traditional knowledge has been the most important part and mostly beneficial in the coastal and marine resources management. The mechanism of Manjo implementation in managing the coastal and marine resources by traditional communities in Kampung Tobati and Enggros is performed by using several methods, among others: Manjo decision making by custom institution, sanction enforcement and marine area zoning, marine area possession and ownership.
