- Public Housing (Rusunawa) is a solution to facilitate low-income people who do not have a permanent home and to reduce the occupancy rate that is so widely spread especially in Condongcatur Sleman. Problems arise because the rental rate of Dabag Public Housing Condongcatur Sleman so far has not been calculated based on the components accordance with the Regulation of the Minister of State for Public Housing No.18/PERMEN/M/2007. Currently, Dabag Public Housing rental rate is calculated only using 1/3 Provincial Minimum Wage (UMP for Kabupaten Sleman is Rp808.000,-) coupled with the differentiation and cross-subsidies between groups of residents which result in averaged Rp200.000,-. It needs to be proven again whether the current rental rate is appropriate in accordance with the Regulation of the Minister of State for Public Housing No.18/PERMEN/M/2007. The purpose of this study was to determine rental rates of Dabag Public Housing under the Regulation of the Minister of State for Public Housing No.18/PERMEN/M/2007, and to calculate the rental rates using life cycle cost method as the benchmark calculations set by the government, and analyze which rates are more appropriate. This study required secondary data and collected through interviews, observation, documentation, book study and a quantitative approach as a tool to calculate rental rates. The variables required are operational costs, maintenance costs, Minimum Attractive Rate of Return (MARR), and economic life of a building. The calculation based on PERMENPERA No.18/PERMEN/M/2007 resulted in Rp244.352,- and based on the method of life cycle cost resulted in Rp394.628,-. By applying the appropriate rates and in accordance with the objective of building the public house therefore it can facilitate low-income people and help them improving their economic conditions until they could get a place, to live a more livable future. With the appropriate rental rate, the government of Sleman can also utilize the results of the asset that has been well maintained.
