- The traditional waterfront settlement has not onliy a historical value, but also important role in meeting the housing needs. On the other side, its existence has a number of issues, both technical and non technical, especially related to its legality. This study aims to describe the settlements on the water at Kayupulo, Tobati and Enggros villages are to understand the conception of a house on the water according to our perception of society. This study used a grounded approach to research that focuses on qualitative research. This study interviews traditional leaders, community leaders, women leaders, youth leaders, city government officials. The study foud three things. First, Kayupulo village community, Tobati and Enggros are residents of indigenous communities over traditional water that occupies a particular geographic area as the right customary, consisting of a stretch of land and waters. Secondly, the existence of communities and settlements are based more or cultural factors and traditions, rather than on the limited land / soil on land and practical reasons or just a place to live, as in non-traditional settlement. Third, the phenomena of a house on the water illustrates that the spatial structure of settlements is a manifestation of social structure, so that the concept home on the water at Kayupulo village community, Tobati, and Enggros essentially spatial conception of the custom.
