  • Melaleuca cajuput plant product is one of highly potential non-wood forest products in Buru District, Maluku Province. It has a great chance to promote melaleuca cajuput oil to industry level, though still many problems must be faced in its industrialization process. Industrial performance is significantly considered related to these problems. A brilliant, resistible and competitive strategy is needed to perform to solve these problems. This study was aimed to measure the industrial performance of melaleuca cajuput oil, to determine the formulating steps of developing strategy using analysis of performance, and to get an appropriate applicable strategy of industrial development in the district of Buru. This study was conducted in the district of Buru, precisely at UD. Berkah Buru, one of melaleuca cajuput oil refining industries. Data collection was done through interview, distributing questionnaire, conducting observation, documentation, and bibliography. Managerial performance was measured with analysis using four perspectives of balanced scorecard, measuring KPI, and OMAX (objective matrix). The results show that the industrial performance in the four perspectives has been classified as good and efficient in all aspects. The highest achievement of performance was in the aspect of productivity in the perspective of internal business process, followed by the aspect of customer satisfaction in the perspective of customer. The highest achievement of performance in the perspective of finance, and the learning and growth were the aspect of industrial accountability and the growth effectively. Strategy formulation was conducted by using steps of determination of mission, vision, and industrial goal, identification of the strategic goals, measurement of performance, measurement of performance achievement, and strategic formulation used by OMAX (objective matrix). Based on the actual performance achievement in the internal business process perspective, increase in production time effectiveness became appropriately applicable strategy. Furthermore, in the customer perspective, the applicable strategy consisted of improving production time, efficiency of cost, quality, customer service, and waiting time improvement. In the perspective of finance, the applicable strategy was maximizing the resources in the production process, optimizing the amount of raw materials, reducing the error level in the production process, and conducting the operational cost saving. And finally, the perspective of learning and growth could be developed using strategy of following the development of science and technology, improving the quality of customer service, training and motivating employees to absorb information and technology.
