- This study aims to analyze the core competency areas by looking at changes in regional economic structure and determine the dominant sector and map out areas of small industries which may be developed in accordance with the dominant sector in accordance with the map of regional and national industrial development based on local natural resources. While overall output expected from this thesis is the development of targeted areas so as to enhance regional competitiveness. Data analysis in this study using the analysis of structural transformation, location quotient analysis, and geographic information systems. Results of data analysis shows that the agricultural sector remains a dominant sector areas. This is in line with the absence of regional economic structure transformation, which means the economy of Southeast Sulawesi is still relying on the primary sector, although the scale of districts there is a change of economic structure that is in the district Muna and Konawe, but this does not affect the changes in economic structures in Southeast Sulawesi overall. Results of mapping the number of industries, total employment, production value and investment value of small industries in Southeast shows that District Kolaka, Bau-Bau and Muna has the highest number and this is in accordance with the map of national industrial development, which states that cocoa and seaweed that becomes the main commodity to be developed there in these areas. So that the overall agricultural sector becomes very important to be developed by way of clusters of small industries that already exist in the districts / cities mentioned in the GIS. Advice needs to be done to develop the region's core competence is to provide opportunities for third parties to support the capital in this regard include banking institutions, and involve research institutions to fully support the development of medium-term targets and long term for industries that are agrobased in Southeast.
