  • The potentials of fishes and marine-based product in Raja Ampat Regency are overwhelming and diverse, so they can ideally be utilized for local community welfare. For the improvement of society in Waisai Beach, local government issued the policy of relocation to a social housing complex. The policy is accompanied by empowerment program, particularly for fishermen, to increase the productivity of small-scale fishing. However, there are several problems in the implementation of relocation policy and to date no academic study of the effect of relocation that is accompanied by empowerment program on local fishermen community welfare. Therefore, purposes of this study are to find out the policy of fishermen relocation from coastal area to social housing complex and to analzyse difference in income between before and after the implementation of relocation policy in Waisai, Beach South Waigeo District, Raja Ampat Regency. The study was conducted using a descriptive qualitative. Data in the study were primary data collected by distributing questionnaires and secondary data obtained by using documentation technique. The data collected were analyzed by using a descriptive qualitative analysis technique, while the difference in income between before and after the implementation of fishermen relocation policy to the social housing complex was tested by using the t-test method. Result of the study indicates that the fishermen relocation policy in the coastal area to the social housing complex in Waisai Beach South Waigeo District has been one of the manifestations of attention the Local Government of Raja Ampat paid to local community welfare, in this case fishermen. Based on the t-test by using SPSS version 17, it can be known that of the tested nine hypotheses, only the eightth hypothesis was accepted because the t-calculation value (2.683) was higher than the t-table value (2.447) with a significance level (α) of 5% and df = 6. It means that there was a significant effect of relocation on the increase of income among fishermen with machine capturing equipments. The finding indicates that the relocation policy, accompanied by empowerment program for the fishermen in coastal area to the sosial housing complex could not affect the increase of income significantly among fishermen with education level of elementary school, junior high school and senior high school
