- Sustainable development has become a global issue as a reflection of public awareness of nature conservation, environment sustainability and economic growth. In the other hand, marine ecotourism as a form or a reaction to the sustainability efforts of the management and utilization of resources in coastal areas simultaneously. Application of the concept of marine ecotourism in the coastal area is a program of utilization of environment with a double advantage, ie in addition to getting the value of the economic / financial also a significant benefit to the sustainability of ecosystem. In other words, marine ecotourism is a form of tourism concept which aims to achieve a more sustainable relationship between natural, socio-cultural, economic, and presents educational value in every product tours offered. Marine ecotourism activities described as water-based tourism and nature-based tourism or tourism forms a combination of both. Lelei-Guraici Islands, established as a leading destination in the region of North Maluku province. Based on the master plan issued Lelei island prepared by Culture and Tourism Office of North Maluku in 2004, Lelei island tourism development strategy set as ecotourism destinations. But the review of the results of the analysis conducted in this study, the essence of marine ecotourism is not optimally carried out other than that there are some incompatibilities with the principles of sustainble relationship between natural, socio-cultural-economic and educational value that should ideally be applied in marine ecotourism destination. The result is expected to give an idea and enlightenment to the study of marine eco-tourism concept and provide an ideal implementation of tourism development based on the concept of marine ecotourism to achieve sustainable development.
