  • As a provider of water services in Metro City, UPT-PAM Metro City is facing several constraints. Those are: (1) low public interest against clean water services, (2) low coverage of services, (3) reduction in zone / service area.. This study concern on this issue. It aims to describe the spatial pattern of services and measure the level of service / performance UPT PAM Kota Metro. It also exploring factors that affect the condition. To determine the level of service,this study used two methods: the first is normative (refers to Permendagri No. 47 of 1999) and both quantitatively based on customer perception. Meanwhile, to describe the spatial patterns of service, this study using descriptive explorative approach.. This research shows that the spatial service pattern of UPT -PAM shows the trend of decreasing City Metro service area, from the original nine zones / regions is now a stay six zones / service area. Factors that cause such decrease are: 1) The damage to the pipeline, 2) low consumer interest, 3) easy of access to non-piped drinking water. 4) The influence of spatial borehole rural services, (5) no promotion and (6) lack of commitment of local government. Based on Permendagri No. 47/1999 UPT_PAM servive level scored at 13 (on a scale of 10 to 32) with a predicate is very bad. Factors that cause the poor performance are: (1) low service coverage, (2) The quality of drinking water is not feasible, (3) Continuity of water flow is less than 24 hours, (4) low capacity utilization
