  • Fiscal decentralization and regional autonomy in Indonesia entered a new paradigm by doing an amendment to Law No. 22 of 1999 and Law No. 25 of 1999 with the publication of Law No. 32 of 2004 on Regional Governance and Law No. 33 of 2004 on Financial Balance between Central and Local Government. However, granting the authority and fiscal transfers from central government funds does not trigger a fairly high economic growth. The theory that fiscal decentralization will increase economic efficiency and better economic growth does not happen in Indonesia. Although fiscal decentralization fund growth has increased but not always followed by increases in economic efficiency and economic growth significantly. The effect of the implementation of fiscal decentralization in districts / cities and provinces on economic growth in Indonesia need to be further analyzed. Using pooling data from 167 districts / cities and 17 provinces in Indonesia, this research tried to analyze the influence of fiscal decentralization indicator variables in the districts / cities and provinces to economic growth in these areas. The results found the fact that not all variables indicators of fiscal decentralization has a positive and significant relationship with economic growth. This research is testing the pooling data with three methods, which are the ordinary least squares method (OLS), the fixed effects method and random effects methods. Then, Hausman test and the test Brueche Pagan (LM test) is performed to determine the method of testing the model with the best results to use. Based on the results of the panel data regression, this research come with conclusion that the positive effect of fiscal decentralization on economic growth is not completely true. Positive influence indicators of fiscal decentralization will only occur when the district / city and province are able to use it to promote competitiveness and investment in the region in order to support economic growth.
