- Public aspiration joining in some districts expect enlargements that Sanggau District and the Tayan district formation is stages of activities or course of actors� roles. Stakeholders' enforcement and local government can be seen as a group process, and taking a decision can be shown as a process that can be interpreted as a willingness of the local elite. Starting from that policy, the writer is interested on analyzing towards local stakeholders in the process of policy formation, especially in the process of Sanggau District enlargement. There is also frame of references that became a base of this research. It is a theory and concept of public policy or it can be a process of policy formation. Managing and analyzing the data are done qualitatively. Technique of pooling the data is done through the interview and documentation. The technique of interview is done like a dialogue with local government, Community Leaders, and District Formation Team. Moreover, it is used as techniques of documentation from some documents, policy needed or relevant in this process. The results show that policy of Sanggau District enlargement is affected by two factors. First, tight public aspiration and other stakeholders are enforced to establish Tayan District. local Juridical Politic and willingness that is shown by Sanggau Country Government and Parliament to choose Sanggau and Tayan District, if the observation has a political background to maintain power. It needs broad socialisations of the process and participation of stakeholders in the policy formulation of Sanggau District enlargement to establish understanding and mutual commitment between the government and all components in Sanggau District in forming the Tayan District thus all stakeholders agree with the decided policy. It is expected that the process of policies making should be as democratic as possible to produce good policies both politically, socially, and economically.
