- The village is the lowest governmental organization, so that every government programs which are implemented by the lower government rank will end up in it, and in return, it also will be reported to be accounted for government rank in top of it. In the context of democracy, the village has now become an arena of political struggle that does not only involve the villagers in the selection of village chief, but also involves members of the Village Government Institutions. This condition that encourage the need of a leader, the village chief who is able to manage the better of village democracy so that the society can participate significantly in the political process based on the local community. This research aims to determine the role of the village chief in growing the democracy tradition, the village chief�s quality that encourage the growing of democracy, the process of democratization at village level, and how is the democracy atmosphere at village level under the leadership of the village chief. This research use the descriptive qualitative method, the research took place at Desa Casa Bauc, Sub. Distrik Tilomar, Distrik Covalima, Timor Leste. There are two kinds of data, primary and secondary data which is obtained through observation, interview, and documentation technique. The data analysis technique was done in three steps, which are: data reduction, data display and the conclusion. The results of the research indicate that the leadership of village chief is democratic but do not intact because there are practices authoritarian in village council election, government officer of village showed directly by village head. The village chief is chosen by the people of the village through direct election mechanism. The village chief always involves the elements of society and the village devices under his leadership in making policy. The societies are actively involved in democratic process in village, both locally or nationally. The citizen political rights and rights to express ideas in public are fulfilled. The obstacle is the misunderstanding from some members of society about the government fund, result of the village contest.
