  • This research is about Civil Community and elections legislative of 2009 (research in the District of Sukaraja and District Gegerbitung Sukabumi). This research is motivated by the involvement of civil society in mobilizing the masses on the eve of the election. The problems are on how the process of mainstream civil society has a greater impact than the political parties in mobilizing the support of voters, why the tendency could happen and what the implications on political life are, especially political relations between political parties and the public. The purposes of this study are about voting behavior of people on the elections legislative 2009, to discover about the process of mainstream civil society has a greater impact in mobilizing the support of voters, to obtain these tendencies in society and to find what the implications of these tendencies in political life are, especially political relations between political parties and the community. This study uses qualitative methods by descriptive analysis approach. As for methods of collecting data through interviews, observation and collecting the official report on the implementation of the election. The results show that the mass mobilization by political parties through campaigning and the distribution of matter in cash and goods. While the mass mobilization of scholars is to invite the community in support of certain affiliated parties during lectures in teaching activities in mosques and boarding schools. While the community of football supporters "bobotoh" to mobilize the masses by bringing all members to choose a legislative candidate from a particular political party. involvement of clergy and community football supporters "bobotoh" in the mass mobilizations are part of pilian rational. Clerics were involved in mass mobilization as assessed that in Islam we have to obey the leader, in this case it means the government. Meanwhile, "bobotoh" has such a reason to support one political party because it is committed in the development of young people and very close to the youth organizations. Being a successful mass mobilization of the civil community occurs due to strong emotional bond that exists between the civilian community with communities, public trust fades away in political parties, the ineffectiveness of political communication between political parties with society and the collapse of the charisma of a political party. while the implications which are appeared from the increasingly strong role in mobilizing civil society is the weakening of political party influence in society, the shifting functions of political parties and the loss of sympathizers of political parties. The practice of democracy through legislative elections members directly in the district and subdistrict gegerbitung marked by more success in mobilizing community support by silpil of the political parties. this could happens because of the civil community of scholars, especially on the eve of an election that sent the community to support one candidate for the legislature. There is strong influence of civil society due to the saturation of society on the performance of political parties that do not give any changes, so the political parties would lose support from people. considering that people are rational indeed on choosing a political party nowadays.
