  • The implementation of regional autonomy that began in early 2001 based on Law. 22 of 1999 on Regional Government and Law. 25 of 1999 on Financial Balance between Central and Local Government. But the political developments that are relatively highly dynamic period of reform has forced the law should be repaired and replaced with new laws, namely Law. 32 of 2004 on Regional Government and Law. 33 of 2004 on Financial Balance between Central and Local Government. In an era of regional autonomy, there was a change in the government system in the area, from centralized towards decentralized government, including the decentralization of education. Therefore, decentralization of education should be seen as opportunities to improve efficiency management education, relevance of education and improvement of service quality of education. Decentralization of education implemented the district / city should make the stimulus in providing good education to all school age children, including children who are less fortunate than the economy for at least claim to study compulsory basic education of 9 (nine) years. Important reason for the implementation of the decentralization of education is the efficiency and effectiveness in the management of the education budget, in order to achieve optimal educational services to all segments of society. With the transfer of authority and responsibility of education to lower levels of government in this context is the Klaten district, then in making policy and implementing it can be done on time. When the previous centralized system will embrace a lot of time spent feeding to deal with because so long bureaucratic chain. By distributing power to the Klaten district, the local wisdom will embrace a variety of marginalized groups in society who the marginal expected to be involved in the process of decentralization of education in Klaten. The concept of school based education is an alternative form of school management in order to decentralize education, the school authority in making decisions more accommodating at the school level, community participation is very good in order to participate and promote education.
