- Women's lives, especially those who are referred to as female heads of family (Pekka), has undergone various forms of discrimination. Gender inequality that occurred in these women's live have led to conditions where they are marginalized from access to resources. Empowerment of Pekka is expected to create critical awareness of women's rights and existence within the social system, cultural, political and economic. This is consistent with the goal of empowerment to strengthen Pekka, Pekka namely to contribute to the process of building community, prosperous democracy, gender justice and dignity. The main focus of this research is to see Pekka capacity building in four aspects: participation, independence, inclusiveness and sustainability of Pekka�s empowerment activities in the District Gerung, West Lombok. This research uses descriptive qualitative methodology. Qualitative research aims to understand the phenomenon of what is experienced by the subjects in this study Pekka member. The informant in this study using purposive technique while also using the snowball technique. to obtain research data using observation and interview documentation. An analyzing the researchers used a contextual and interpretive analysis.In the analysis of contextual and interpretive path consists of three events occurring simultaneously, namely data reduction, data presentation, and drawing conclusions or data verification. The results of this study indicate that the aspects of participation and independence was showing good results in the Pekka capacity. This can be seen from the liveliness and ability pekka members to follow and implement the existing empowerment. For the aspect of inclusiveness does not provide optimal results in increased capacity Pekka, this is not visible from the unequal expansion of the benefits the general public. While in the aspect of sustainability, also have not achieved the desired results in Pekka increase capacity, because in general Pekka new to the aspects of inclusiveness. Based on the results of these studies suggest the following researchers: (1) Necessary changes starting from ourself, that is by changing the mindset in which there is no more certain cultural values that curb women's freedom
