- The research is aimed to gain description of the implementation of supervisory function of LOD DIY, therefore, the obstacle dealt with and effort that should be done in solving obstacle faced by LOD DIY in establishing good government in DIY rely on education and defense sector. This research is normative and empirical legal research. The normative legal research is conducted to achieve library data through library works. While, empirical legal research is to achieve field data through interview method. The data analysis is done qualitatively and explained descriptively. The result shows that the implementation of supervisory function of LOD DIY has not been able to establish good government yet in DIY province mainly in education and defense sector. Some juridical obstacles faced are: 1) obstacle in regulations that is there is no rule of law in giving forced power upon implementatio n of the recommendations from LOD DIY and immunity right toward member of LOD DIY as well as legal base of LOD DIY is frail and vulnerable. It is add with the prevailing of Laws of ORI threatening the existence of LOD DIY
