- The purpose of this study is to investigate the roles and functions of the Regional Investment Coordinating Board as an institution which carries out investment activities. Another purpose is to find out the Papuan provincial government's strategy to create the conducive investment climate. The approach of this study research is normative and juridical empirical, data analysis uses qualitative methods. The research was conducted on the Office of Coordination and Regional Investment (BKPMD) province of Papua with a subject of research is the Head Office of Papua Province BKPMD and Other Technical Department. The research tool is direct interview in depth. The results showed that the roles and functions of the Regional Investment Coordinating Board of Papua Province to attract foreign investment has yielded maximum results. This can be seen from the development and increasing foreign investment into the Province of Papua which has increased significantly. The Regional Investment Coordinating Board of Papua Province�s main strategy is to provide full support to the business community and local cooperation, relevant technical institution and the society.
