  • There are two characteristic motivation of crimes in Surabaya city residential area which are structural and cultural crimes. Structural crime theory argued that the economic deprivation (including: highly poverty and unemployment rate, and also lack of accessibility) become the main reason of the some variety of crimes. Meanwhile the cultural crime argued that diversity in urban ethnicity and social disorganization is the reasons of the other variety of crime. Furthermore, space is also contributed to crime. These study aims to: 1).explore how the cultural and structural crime motivations lead to different variety and number of the crime and also to identify the space patterns which encourage the crime level in the Surabaya city area. 2) explore how the concept of defensible space can be applied in the area where the motivation of crime is different from each other. This research was conducted by deductive explanatory approach, defined mixed methodology- rationalistic perception to capture the generalization of the grand theoretic with the reflective relationship adjusted with the Surabaya cityâs criminal site. This is a case study research, using embedded â multiple case design model. The case is consists of structural and cultural crime, while the unit analysis consists of Arab, Javanese and Maduranese (to explore the cultural case) and Gubeng,Wonokromo, Wonocolo, Semampir and Lakarsantri (to explain the structural case). The results of the study are 1). exploration about how the cultural motive leads to cultural crime (like drugs, drunks, gambling and adultery) and the structural motive lead to structural crime (like felony, burglaries and property crime). 2). explanation about how the cultural motives intensity may brought to higher number of the structural crime on the particular areas. 3). exploration that there is different circumstances space patterns of the crimes. The cultural crimes tends to occur on the space with lack of public facilities that leads to uncontrolled use of the public space becoming community space, limited space for activities which is imply to higher density on the area, and it is often happening on the organic settlement. On the other side, the structural crimes are occurs on the space with high accessibility, single land use and real estate settlement which is built by the private sector. 4). defensible space area concepts which are adjusted with the circumstance of the Surabaya city. First is DSA 1, concept that defense the area from the structural motives with several activities like using mixed land use, access control, encouraging sightlines and territorial reinforcement. Second is DSA 2 concept that defense the area from the cultural motives like adding the public facilities with limited access and activity distribution of the community.
