- Planning is an important part in local development. Community participation in the planning process will strengthen accountability the community and a sense of community ownership of local governments. Public participation in the planning stages in Indonesia is known as Musrenbang (Musayawarah Rencana Pembangunan). It started from village level, district level, to the city level. Musrenbang process must be accountable vertically and horizontally. Thus, the aspirations that comes from the lower level of Musrenbang can be transfered to the higher levels. This study aims to understand people�s participation in the planning and budgeting process through Musrenbang Kelurahan, Musrenbang Kecamatan and Musrenbang city. It also identify patterns and factors affecting the process. This is a case study research with exploratory approach, where data was analysed and then comparised with secondary data. The study Stages include: (1), analysis of individual observations in all three units. (2), cross-unit cases of this form of community participation, include analyes patterns of activities and budget proposals factors that affect the process. The study found two important finding First, the proposals generated at the Musrenbang Kelurahan Seberang Mesjid not fully accommodated by Musrenbang higher. Second, in the process of delivering the proposed activities and budget is influenced by political factors. Political factors are even more dominant at the higher levels of Musrenbang., Thus the proposal that comes from community level were displaced by the proposed activity and budget comes from interest groups and certain groups at the higher levels. This research recommended that, the proposals from community can be full to accomodated to build commitment together in make planning for the peoples.
