  • This thesis entitled â��The Implementation of Male Contraception Program Policy Case-study on the Higher Vasectomy Achievement in Situbondo District, East Java Provinceâ�� was the result of research on the implementation of male participation program improvement in male contraception that has been well run and phenomenal in Situbondo. It has been considered as phenomenal since Situbondo has been recorded as the only district with successful implementation of the program and the largest number of new acceptors, a program that has been difficult to be successful due to various reasons including the perception stating that family planning belongs to women's business, vasectomy is the as same as being castrated and religious perceptions on halal (religiously legal) and haram (religiously forbidden) approach concerning the vasectomy. This was a case-study research with a qualitative approach. The primary data were collected through the use of in-depth interviews and focus group discussions (FGD). While the secondary data were obtained from the reports on family planning program control in the field, and other documentations relevant to the topic of the research. The present thesis discusses, among others, the vasectomy program implementation in Situbondo District, its higher achievement, and the its influencing factors. The result of this research showed that the higher vasectomy achievement in Situbondo was due to the stronger commitment successfully established among all stakeholders in Situbondo District. The implementation of the vasectomy program in Situbondo resembles that of a mixed-method approach to policy implementation. There are three most prominent factors in the success of vasectomy program implementation in Situbondo: 1) implementerâ��s Disposition, i.e. commitment, honesty, and democratic characteristics, and the implementerâ��s understanding on the policy
