- The small number of Genuine local revenue (PAD) in Pegunungan Bintang Regency showed that Dinas Pendapatan pengelolaan keuangan dan Aset Daerah (DPPKAD) of pegunungan Bintang Regency needs to carry out harder efforts to improve the realization of revenue. The goals of this study were to analyze the financial ability showed from the fiscal capacity (KpF), routine ability index (IKR), and fiscal autonomy Degree (DOF) and to identify the public policy of pegunungan Bintang Regency. This study was carried out in Pegunungan Bintang Regency using primary an secondary data in the form of time series from 2005 to 2009. The analysis method used was local performance based on the fiscal capacity analysis (KpF), routine ability index (IKR), and fiscal autonomy Degree (DOF). The result of the analysis showed that as a whole, from the result of DOF calculation, the local government of Pegunungan Bintang Regency, during the period of 2005 to 2009, could be said that the fiscal autonomy degree at that period of time was valued as low, with average of 0.0130 percent annually, with ratio between 00.00 percent to 10.00 percent because the biggest resource of revenue still depended on central government assistant or other. Governmental fiscal capacity of Pegunungan Bintang Regency, during the observation period, always increased with average of 1.26 percent annually. Therefore, it can be concluded that the fiscal capacity of Pegunungan Bintang Regency increased significantly. The biggest increase was in the year of 2007 from of Rp 73.219.384.751,00 into Rp 53.435.548.835,00 in the year of 2006, but in reduced again in the next year. The Indeks Kemampuan Rutin (IKR) (routine ability index) during all observation period from 2005 to 2009 in Pegunungan Bintang Regency was in the category of very small, because it was in the position of 00.10 percent, of 0.0028 percent to 0.0334 percent. The government policy of Pegunungan Bintang Regency in increasing Genuine local revenue focuses on the tax and local district retribution determined in district regulation. In Pegunungan Bintang Regency, there are sources of Genuine local revenue which are not developed optimally, in the form of natural resources.
