- The objectives of this research are to analyse whether the transparency principle in Good Corporate Governance has been well-applied in the procurement activities in PT. Bank Rakyat Indonesia (Persero) Tbk (�BRI�) as a state-owned enterprise, to identify factors which obstruct the application of the transparency principle, as well as to understand what kind of steps have been, being and will be taken by BRI in order to implement the principle of transparency in its procurement activities. This research is a normative and empirical legal research which uses primary and secondary data, by examining BRI�s Directorial Regulation No: S. 60-DIR/OPR/LOG/07/2005 dated 28 July 2005 as to BRI�s General Policy of Logistic - third revision, and its implementation on the company�s goods and services procurements. Research is based on the existing regulations and also based on legal examination as to the application of prevailing legal principles and norms. The result from the writer�s research is that transparencies in the condition and information of the procurement of goods and services, evaluation procedures for the procurement, evaluation result and the announcement of the vendor candidates have been applied as an openness in conveying material and relevant information and a transparency in the decision-making process related to goods and services procurement activities in BRI as a state own enterprise.
