- Community Empowerment Program Policy Implementation Case Study Program Povo Poor Horse Guverno Sosa, in District / Sub-District Lospalos, District Lautem Democrat RepÃoblica de Timor Leste (East Timor). This study aims to determine the level of success mendalaam picture Povo Horse program Guverno Sosa (PKGS) in order to empower poor communities and find out factors - factors that affect the program's success in empowering the poor PKGS. The method used in this study is a qualitative method is meant to describe in depth by using qualitative data about program implementation Povo horse guverno Sosa, the source of the data obtained from observations and records - records of documents, reports and interviews with community target haasil and local authorities. Based on research conducted on the Empowerment of the Poor Policy Implementation in the District, Lospalos Sub-District, District Lautem Democrat RepÃoblica de Timor Leste (East Timor), in katakana can not meet the expectations of society. This is based on various indicators used by the author to see Implementassi policy. Land use has not been set properly, power companion has not been professional, yet efficient use of tractors, agricultural production purchasing community is still determined by the owners of capital and financial resources are managed through a cross-ministerial MTCI and MAFeP. Based on the analysis above authors suggest Implementasion Empowerment of the Poor program Policy Case Study Program Horse Guverno Sosa Povo, in the District, Lospalos Sub-District District Lautem Democrat RepÃoblica de Timor Leste (East Timor), needs improvement bureaucratic system, the socialization of the program before implementation, the determination of production prices by the government with consideration for community empowerment and welfare of farmers.
