- Disclosure of information demands of government organizations to make transparency in governance and public service. Of the 50 cities surveyed in the IPK Indonesia 2008, Yogyakarta get the highest score of 6.43. Such values can be read that the business of local government in Yogyakarta to assess fairly clean, and quite serious in its efforts to eradicate corruption. The election of the cleanest city of Yogyakarta as possible considering since 2006 established the Office of Licensing is the development of Integrated Services Unit One Roof (UPTSA). This study aimed to find out Why Licensing Office of Yogyakarta city capable of holding the transparency of public service and to find out how the strategy undertaken by the Office of Licensing in implementing transparency in public service. This study used qualitative methods with deductive approach. Data collected through interviews, observation and literature study, and triangulation. The sampling technique by purposive sampling. The results showed that internal factors (which consist of organizational structure, organizational culture and organizational resources) and external (the Ombudsman institution and community service users) that is capable of supporting the Licensing Office of this Department in implementing the transparency of public services. leadership mayor also supports the transparency of this service through the roles he was doing in terms of decision making, motivation and communication providers. Licensing Agency Strategy made in implementing the transparency of public services through the Service Procedure Simplification, Optimizing the Use of Technology, and Improving Human Resources.
