- Ministry of Health circular letter No. 1107/Menkes/E/VII/2000 mention the minimal authority to be implemented by Regency/Municipality in the field of Health, one of which is the planning and procurement of drugs for primary health care. The Pharmacy of Health Department of Semarang City is where a management of drugs taking place, including the planning and procurement of drugs. To achieve a quality health care, we need to evaluate the phases in the planning and procurement of drugs as well as the match between the planning and procurement. This research was conducted to evaluate and to determine the match between planning and procurement of drugs at the Pharmacy of Health Department of Semarang City in 2007-2008. Data was collected retrospectively with descriptive observations and the calculation of indicators of the planning and procurement where the obtained data are described and compared with the results of interviews. The results indicated that the drug needs planning was conducted by the method of consumption. The planning is made in two phases, firstly for budget submission data and secondly for budget adjustments. The results of evaluation of medicinal planning indicators are as follow: 1) The drug compliance with the National Essential Medicines List (DOEN) is below 100%
