  • Implementation of e-Procurement in the public sector is part of efforts to realize the government procurement process on goods and services to become more efficient, effective, open, competitive, transparent and accountable. Furthermore, it will become one of initiations in order to prevent corruption, particularly in the areas of procurement. As far as this is concerned, adoption and the implementation of e- Procurement in various local governments are seemingly heterogeneous and different among them. The aim of this study is to find out what factors affected the performance difference implementation of e-Procurement in the Government of Yogyakarta Special Region and the City Government of Yogyakarta, and how the successful implementation of e-Procurement in LPSEâ��s Yogyakarta Special Province and LPSEâ��s Yogyakarta City Government. The research used the descriptive qualitative method by which applying the case study approach in LPSEâ��s Yogyakarta Special Province and LPSEâ��s Yogyakarta City Government. The results of this study perform the success of the Yogyakarta City Governmentâ��s implementation of e-Procurement for successful processing factors that influence the implementation of e-Procurement such as infrastructure, processes, human resources, and leadership. In particular, the factors of leadership were shown by the existence of political will or a strong commitment from top leader. The major of Yogyakarta has been successfully transferring and giving understanding of its local government vision to his subordinate. Meanwhile, in the case of Yogyakarta Special Province, the commitment of the Governor to improve the procurement system is not supported by the middle manager under his position, and also it does not become priority yet. It caused the weakness of support to its implementation. The writer attempts to give recommendation: in order to succeed in the adoption and implementation of e-Procurement on goods and services, government should be able to process these factors, especially the leadership factor. A leader who has a strong commitment will be a driving force for the successful implementation of e-Procurement
